Nomination Standards

There is no independent private body of Diving Association in Japan, opposed to European countries, to audit and verify the suitability and capability of divers' ability and experiences. Since there is no official certification system, OWA selects our diver(s) through nomination by our experienced supervisor(s), who has gained his vast experience through his past diving career.

Personnel involved in offshore diving operations shall be nominated by Diving Supervisor(s) and shall satisfy the followings;

  • To hold commercial diving license issued by Japanese Health, Labour and Welfare Ministry.
  • To be minimum of 20 years of age for offshore diving in oil&gas industries, 18 years of age for
         other diving.
  • To have minimum two years of experiences as diver.
  • To take a periodic health check conducted by diving&hyperbaric medical examiner and to be
         confirmed nothing wrong or fit to dive with the body and mental health.
  • To have attended OWA educational training and completed successfully.
  • To pass a vocational aptitude test such as susceptibility to pressure, swimming capability.
  • To be experienced mixed gas diving works (for mixed gas diving)
  • To have a capability for the work required.
  • To have masterd the rescue method to SDC (for bell diver only).
  • To have mastered the operations of SDC and Chamber (for bell diver only).
  • To be completed safety education (sea survival, fire fighting, HUET etc.).
  • To have no past record of serious decompression sickness


Nomination of air diver basically follows the same procedure with that of bell diving, but selection of air divers is bit more flexible as OWA considers the importance of training non-expert divers. Both air divers and bell divers are carefully nominated and finally assigned for the project through mutural agreement of both super- intendent and supervisor(s), and committed by management level personnel.

After the nomination of potential candidates, a candidate list will be mad and subjected to the agreement with Superintendent, who has been nominated by OWA's executives for specific project. Availability of each personnel at the time of project will not be an issue as they are all employed by OWA. Our policy for the selection: "personnel who is competent for the project execution".
